calls to legalise and routinise disciplinary work

context: At the 20th CCDI's (Central Commission for Discipline Inspection) Fourth Plenum on 6 January 2025, Xi Jinping 习近平 called for stronger political oversight to align departments and local units with Party Centre directives. Such a directive builds on the CCDI Third Plenum’s push for internal revolution to maintain legitimacy. Part of the goal is to reform the Party-state disciplinary system, standardise operations and align its actions with state law.

The disciplinary inspection work regularisation, legalisation and formalisation development year mobilisation meeting was held on 25 February 2025, reports Xinhua.

Li Xi 李希 CPC Politburo standing committee member and CCDI (Central Commission for Disciplinary Inspection) secretary attended the meeting and gave a speech. He asked disciplinary and supervisory organs to

  • uphold Xi Jinping Thought
  • realise Xi Jinping’s 习近平 demands regarding human resources build-up
  • cultivate an ‘iron army’ of supervisors who are loyal and willing to struggle

Li pointed out that Xi's leadership core has paid tremendous attention to disciplinary inspection work. The three ‘-isation’ development year movement is

  • a response to Xi and the Party Centre’s demands
  • embodiment of political loyalty to Xi
  • necessity for carrying out a long-lasting anti-corruption struggle
  • a major route for
    • standardising self-revolution arrangements
    • resolving internal issues

All disciplinary and supervisory organs ought to carry out the three ‘-isation’ movement with heightened political and strategic awareness

  • consolidating political and practical capabilities
  • cultivate an incorruptible work culture
  • prevent official abuse of power

In the following year, there is a need to

  • boost the efficiency of investigation per legal and regulatory demands
    • strengthen supervision and checkups
    • heighten capability of interrogation
    • carry out their line of work based on
      • legal authorisation
      • procedural requirements
    • accurately adjudicate cases by balancing political effects, disciplinary and legal effects and social impact
  • hasten professional training
    • upgrade internal governance and the talent selection system
    • link strict management with appropriate incentives
    • accelerate legal and disciplinary training to improve the political and disciplinary-legal qualities of officers
    • guide cadres to operate with legal restraints in mind

Li hopes that leaders at each level can pass central commands downwards through increased pressure, holding units accountable to policy outcomes.
