new measures on central region build-up and financial oversight

context: The NDRC (National Development and Reform Commission) and State Council has rolled out plans to advance high-quality development in the PRC’s central region, which has a lower urbanisation rate below the national average. The temporary goal is to achieve breakthroughs in developmental quality, efficiency and competitiveness in 2025. 

The CPC Politburo called a meeting on 27 May to review two bills, reports Xinhua, including

  • ‘Measures to accelerate central region development in the New Era’
  • ‘Regulations on accountability for preventing and resolving financial risks (trial)’

CPC general secretary Xi Jinping 习近平chaired the meeting.

The meeting pointed out that backing central region build-up is a major strategic decision made by Xi Jinping’s leadership core. Cadres should

  • understand the Party Centre’s strategic intentions
  • mould the central region as the PRC’s
    • major food production base
    • energy and raw material base
    • modern equipment production and high-tech industrial base
    • comprehensive transport hub

The meeting emphasised the importance of scitech breakthroughs. Municipalities and counties in the central region should

  • foster new productive forces according to local circumstances
    • hasten modern industrial mechanism build-up
    • strengthen the real economy
    • coordinate traditional industrial transition and upgrade
    • back emerging and future industries' development
  • fully utilise their locational advantage
    • foster modern transport infrastructure
    • accelerate transportation efficiency and freedom
    • better integrate and serve the new development paradigm
  • advance ecological protection and green low-carbon development
  • continue urban-rural integration to advance rural revitalisation
  • further enhance the region’s capability to safeguard food and energy supplies
    • realise high-quality development and high-level security jointly

The Central Region Collaborative Development Leading Group has to

  • strengthen local coordination
  • formulate concrete policy goals
  • monitor policy implementation

Relevant authorities have to provide further support, with the six central provinces (Shandong, Anhui, Jiangxi, Henan, Hubei and Hunan) shouldering the prime policy responsibility.

The meeting also illuminated that preventing and resolving financial risks is tied to

  • state security
  • national development
  • safety of the people and their assets

The Party is putting forward the new Regulations to

  • further enhance the Central Committee’s unitary leadership on financial work
  • clarify the responsibilities of
    • financial managerial departments
    • financial institutions
    • industrial managerial departments
    • local Party committees and governments
  • urge leading cadres to
    • foster correct governance values
    • comprehensively strengthen financial supervision
