Fourth Plenum: advancing Chinese-style modernisation via planning

context: The 14th 5-year plan (2021–25) concludes in 2025. Beijing confirmed that it will be reviewing the Party recommendations for the 15th 5-year plan during the Fourth Plenum in October. Further details are provided following the latest Politburo meeting in September.

The CPC Politburo discussed major issues concerning 15th 5-year plan formulation, on 29 September, reports Xinhua. Xi Jinping 习近平 presided over the meeting.

It was decided that the Fourth Plenum will be convened in Beijing from 20–23 October. The Politburo heard a report on the process for soliciting both intra- and extra-Party opinions on the CPC recommendations on the 15th 5-year plan. The draft will

  • be revised in light of the views expressed at the meeting
  • be submitted to the Fourth Plenum for review

The Politburo noted that the process promoted democracy and drew on collective wisdom. Regions, departments and sectors strongly applauded the plan, considering it to have

  • accurately grasped the historical position of the Party and state strategy during the 15th 5-year plan
  • conducted an in-depth analysis of profound and complex changes in the PRC development environment
  • laid out a top-level design and strategic blueprint for development over the next five years

The proposal was considered another general mobilisation for advancing Chinese-style modernisation

  • reflected the historical initiative of the CPC Central Committee in leading the Party and all ethnic groups
  • continue a new chapter in the ‘two miracles’: sustained economic growth and long-term social stability

The meeting stressed the following directions for socioeconomic development

  • uphold Party leadership: safeguard the authority of the CPC Central Committee
    • integrate leadership into all aspects and stages of development
  • uphold people-centric mantra: ensure fruits of modernisation benefit all people fairly
  • pursue high-quality development
    • guided by the 'new development philosophy': innovative, coordinated, green, opening and sharing
    • foster new productive forces suited to local conditions
    • promote sustained and sound economic growth alongside holistic social progress
  • advance comprehensive reform and expand high-standard opening-up
    • continuously enhance development momentum and social vitality
  • integrate an effective market with a proactive government
    • allow the market to play a decisive role in resource allocation
    • giving better play to role of government
  • coordinate development and security: uphold baseline thinking

The Party must leverage its own leadership and organisational strength to pool mighty strength for advancing Chinese-style modernisation.
