- strengthening coordination to provide sufficient support to rural areas
- emphasising children’s physical and mental development
- adjusting teaching modes to effectively reduce heavy study loads on students
- regulating extra-curriculum training institutions
- resolving the uncoordinated urban and rural development of compulsory education
- improving quality of vocational education
- innovating talent acquisition mechanisms in higher education
- deepening education and teaching reform at ordinary high schools
- improving financial support systems
- allocate more education resources to ethnic minority groups
- spend no less than four percent of annual GDP on education-related fiscal expenditure
- raise pay for teachers to a level no lower than that of local civil servants
