2023 national energy work conference

context: The annual National Energy Work Conference reviews the year and announces priorities for the upcoming year. NDRC (National Development and Reform Commission) director He Lifeng 何立峰 presided over the meeting in 2020 and 2019, but the meeting has been led by Zhang Jianhua 章建华 NEA (National Energy Administration) director since last year. 
The annual National Energy Work Conference was held in Beijing on 30 December and chaired by Zhang Jianhua 章建华 NEA (National Energy Administration) director. The readout from NEA and CCTV points out that the meeting noted that the 20th Party Congress made new arrangements for
  • the energy revolution
  • ensuring energy security
  • carbon peaking and carbon neutrality
  • a new energy system
  • self-reliance in science and technology
  • participation in global governance to address climate change
Zhang pointed out that it is necessary to match these requirements with plans and deployments that follow the changes of the times. The meeting announced the key tasks for energy affairs in 2023 are to
  1. enhance the ability to guarantee energy production and supply, by
    • giving full play to the role of coal in guaranteeing the bottom line
    • consolidating the foundation of power supply guarantees
    • promoting inter-provincial power transmission channels, including
      • Zhumadian-Wuhan
      • Wuhan-Nanchang
      • Zhangbei-Shengli
      • Sichuan-Chongqing
      • Longdong-Shandong
      • Ningxia-Hunan
    • increasing oil and gas production and supply
      • crude oil production to reach 205 million tons
      • natural gas production to increase by more than 6 bcm
    • accelerating the construction of oil and gas pipeline networks and storage capacity, as well as strengthening risk management
    • strengthening power grids
  2. adjust and optimise the energy structure, by
    • constructing wind and solar power
      • wind power to reach about 430 GW
      • solar power to reach about 490 GW
    • developing hydropower while protecting the ecology
      • to reach 423 GW
    • developing nuclear power
      • to increase by 2.89 GW and reach a total capacity of 58.46 GW
    • energy-use projects to improve people's livelihood

  3. accelerate self-reliance and self-improvement in science and technology, through

      • evaluating and promoting the first batch of major technical equipment in the energy field
