A metaphor for the sheltering by officials of criminal organisations, triads, gangs or well-connected private individuals from public security investigations or legal prosecution. Officials and other government personnel who use their position to provide a ‘protective umbrella’ and conceal criminal activity are seen as engaged in serious violations of Party or political discipline, for participating in illegal activities themselves.
