宅基地 zhái jīdì

rural land earmarked for household residences. Ownership is retained by rural collectives; families enjoy usage contract rights. Sale, lease or transfer to non-rural residents is forbidden under the Constitution. The 2014 Third Plenum proposes allowing market transactions in these plots, and subsequent pilots experimented with aggregating them for development. An August 2015 decision allowed farmers to mortgage their land and homesteads, to be formalised in a 2020 land reform law. link,
