Local governments rely on land sales to make up for revenue shortfalls. Land is requisitioned cheaply, converted into state-owned land, and then leased out, with localities collecting the value-added. Blamed for fuelling unrest, a workable substitute (e.g. real estate tax) to fund local services is the subject of urgent reform efforts.
