the carbon-peak endgame: 17 percent intensity increase

context: The State Council issued the 15th 5-year plan carbon peaking action plan, the operational roadmap for hitting the 2030 carbon peak pledge in what the National Development and Reform Commission calls the target's 'critical and assault period'. The 17 percent figure is the first time the 2026–30 five-year tranche has been quantified, notably higher than the 14th 5-year plan's 18 percent over five years equivalent in ambition terms, since it must be delivered on a much larger renewable base and after the 14th 5-year plan undershot.

The headline targets for 2030: CO2 emissions per unit of GDP down 17 percent from 2025 levels, non-fossil energy at 25 percent of consumption, and the carbon peak achieved on schedule as the foundation for the 2035 NDCs (nationally determined contributions) and carbon neutrality, says an NDRC (National Development and Reform Commission) readout.

NDRC highlight the plan's five task areas

    • large-scale non-fossil development, faster grid absorption of renewables, clean substitution of coal consumption and continued optimisation of the oil and gas mix

    • green transformation of industrial structure, energy-saving retrofits of traditional industries, construction of zero-carbon parks and zero-carbon factories and—a new entry reflecting the AI buildout—green low-carbon transformation of computing-power facilities, plus circular-economy decarbonisation
  • key sectors
    • buildings, transport, public institutions and consolidating ecosystem carbon sinks
  • support systems
    • laws and standards, carbon accounting and statistics, technology and talent, funding, pricing policy and market mechanisms
  • mobilisation
    • pinning responsibility on local governments, a whole-society green action and international cooperation

Six engineering 'columns' anchor delivery

  • inter-provincial power mutual-aid
  • clean coal substitution
  • energy-saving retrofits in key industries
  • low/zero-carbon heating-cooling and green lighting
  • zero-carbon transport corridors
  • basic capacity-building for the dual-carbon program

On implementation, the NDRC will coordinate, track and adjust, with major matters reported to the party centre and State Council; and responsibility 'compacted' onto ministries and local governments, the plan's answer to the local-execution problem that has dogged dual-control targets.
