Safety issues created by natural disasters and security relevant to people's daily lives, whether food, medicine or public safety, are also areas of focus addressed by strengthening inspections, monitoring and drafting contingency plans.
Improving the business environment is another key task for local governance, with many provinces like Zhejiang, Anhui and Henan and cities like Guangzhou, Shanghai and Beijing already pledging to do so. The main approaches in this are pushing forward factor marketisation, anti-monopoly, law-based market regulation, cutting off the interest trade-off between cadres and enterprises, and administrative streamlining.
Executive expenditure continues to be kept 'tight' through thrifty measures and cutting down expenditure.
