context: The CUFD (Central United Front Department) and Central Organisation Department are key central organs of the Party Central Committee—one handles liaison work, the other personnel affairs. In early April, official sources confirmed that their heads have swapped roles, an unusual move. Some observers see director Li Ganjie's 李干杰 transfer from the influential Organisation Department to the CUFD as effectively a demotion. Shortly after, the Organisation Department's disciplinary lead was expelled from the Party.
The CCDI (Central Commission for Discipline Inspection) and the NSC (National Supervision Commission) filed a case to investigate Li Gang 李刚 former CCDI–NSC Central Organisation Department Group leader’s grave abuse of Party discipline and state law.
After investigation, Li was accused of
- betraying his beliefs and motivation
- took chances to seek personal benefits
- made friends with political frauds
- did not comply with organisational supervision
- ignored the Party’s eight-point decision on improving Party and government conduct
- accepted invites to banquets that may affect his impartiality in carrying out official work
- went against organisational principles
- did not report his personal condition to the Party
- helped others to seek benefits during cadre selection processes
- became corrupt
- participated in profiteering against official regulations
- used his office to seek personal gains
- helped others seek benefits in enterprise operations, project bidding and official transfers
- illegally accepted bribes of a large sum
Li has violated the Party’s political, organisational, honesty and self-discipline requirements
- amounted to a serious breach of law by accepting bribery
- did not stop his unlawful actions after the 18th Party Congress
- resulted in a malign impact to the Party
According to the relevant laws and inspections, after detailed consideration by the CCDI Standing Committee and approved by the CPC Central Committee, Li was
- expelled from the Party by the CCDI
- terminated from office by the NSC
- deprived of his position as a representative in the 20th CPC Central Committee
- confiscated all unlawfully gained possessions
- transferred criminal investigation to the procuratorate along with seized belongings
