context: Implementation measures for minimum renewable energy consumption ratios and renewable electricity consumption responsibility weights, issued on 22 June, implement the new Energy Law by assigning renewable consumption and absorption responsibility at two levels: provincial administrative regions and key energy-using industries. It will take effect on 1 Aug 2026, establishing for the first time a mechanism to bring non-electricity consumption into the minimum renewable consumption target assessment, with actual assessment phased in by industry through subsequent annual policies as accounting systems mature.

The new measures establish a 'two-wheel drive' framework combining a rigid consumption-side obligation with territorial responsibility on the absorption side, stresses an NEA (National Energy Administration) readout. On the consumption side, minimum renewable consumption targets are split into electricity and non-electricity categories, the latter covering renewable heating and cooling, green hydrogen/ammonia/methanol and biofuels.

The inclusion of non-electricity consumption is positioned as the policy's central novelty. NEA frames it as a way both to ease grid absorption pressure and to address the underdevelopment of non-electricity renewable use, where market competitiveness remains weak and the 'green value' is not yet transmitted into prices. As of Q1 2026, NEA note that PRC's built annual capacity has reached roughly 

  • 250,000 tonnes of green hydrogen
  • 700,000 tonnes of green ammonia
  • 380,000 tonnes of green methanol
  • 1.7 million tonnes of sustainable aviation fuel

The new policy is designed to convert this base into stable demand.

The rollout is expected to be phased and pragmatic. Mature segments such as green hydrogen, ammonia, and methanol could enter monitoring and assessment earlier, while areas whose statistical and accounting systems still need work, such as renewable heating and cooling, would be brought in once conditions allow, the NEA indicates. Early assessment may proceed category by category rather than as a single combined metric.

On the demand side, green power consumption ratio requirements have already been placed on electrolytic aluminium, steel, cement, polysilicon and newly built data centres at national hub nodes, with the future focus for key energy-using industries centring on industry, construction and transport.

Computing infrastructure is a particular driver: national computing-power electricity use is projected to rise by more than 100 bn kWh per year on average during the 15th 5-year plan, note NEA. Bringing such industries into the assessment will stimulate a combined model of self-generation and self-use, green power direct connection and green certificate or green power trading, with integrated source-grid-load-storage becoming a standard option for new projects, according to Sun Chuanwang 孙传旺 Xiamen University's China Centre for Energy Economics Research professor.

On the absorption side, the measures refine the provincial responsibility weight system through a regionally differentiated weight-growth mechanism that sets tiered increments by province, strengthened medium-to-long-term guidance, 2030 weight targets are issued alongside the 2026 targets, and rigid annual growth requirements imposed on each province, in order to optimise green power allocation nationwide.

Industry analysts read the overall design as broadly positive for the renewable sector, with the green premium effect expected to become more visible, reports Xinhua. Sun characterises the framework as a 'dual rigid constraint and closed-loop system' and argues that green hydrogen, ammonia and methanol would serve as the natural carrier for non-electricity targets, with supply scale and costs likely to improve. A Chasing Securities research note adds that energy security and efficient use are likely to define the 15th 5-year plan, with non-electricity utilisation as the broad direction and green fuels as the energy carrier, and predicts the supply chain would play out in the sequence of 'equipment first, production follows, application gradually scales'.
