Proposed in the 12th 5-year plan, medical alliance pilots group together closely situated medical institutions, to share medical information and resources. A medical alliance is usually headed by a third-tier hospital and is made up of several second-tier hospitals and community clinics in the same administrative area. Through administrative coordination and insurance reform, these alliances aim to provide an institutional basis for key initiatives such as multi-level care and the family doctor system.
