Literally ‘three plots of land', sān kuài dì 三块地 refers to three major reforms to improve efficiency and fairness of collectively owned rural land: local government requisition rights, and transfer rights on construction and homestead land. Central Deepening Reform Leading Group first grouped the land reforms together in December 2014 with pilot areas announced in February 2015. Ministry of Land and Resources has pushed reforms forward separately and at varying speeds.
