Updating the 'going global' policy, this initiative was announced in a State Council Opinion in May 2015. It will complement domestic economic reforms and international initiatives such as Belt and Road and AIIB. It envisages firms finding partners able to absorb production capacity at scale. Reducing overcapacity, China's industries will then move up the global value chain. State-backed financial institutions are on notice to help domestic industries move offshore.
