Such quotas are set by the State Commission of Public Sectors Reform 中央机构编制委员会. Workers on them receive wages and pensions under a separate system to casual workers in their organisations, as well as so-called enterprise employees outside the public system. Current pension reform is targeting the overly generous retirement benefits enjoyed by 'public payroll' workers. link
