They are respectively formulated to solve issues of

  • developmental momentum
  • developmental imbalance
  • the relationship between development and the environment

Development must not only focus on GDP growth; the cited five aspects must all be considered simultaneously, the article warned, stressing that the principle of 'no one size for all' is followed in making decisions. Development must aim for common prosperity and an improvement in people's livelihoods. The philosophy is designed for the new historical stage in China's development: high-speed development. The most important previous issue, material shortage, has been resolved, but development remains unbalanced and not yet high-quality. Therefore, Xi's philosophy clarifies Party values and political position regarding development and the developmental model, and must be implemented in all aspects of society and the economy.
