CCP Central Committee and State Council issued 'Opinions on improving the property rights protection system and protecting property rights under the law', passed on 30 August 2016 at the 27th session of the Deepening Reform Leading Group.


The document calls for

  • strengthening protection of property ownership
  • improving the relevant legal system, especially in drafting the Civil Code
  • properly handling historical cases of property rights disputes
  • toughening the legal procedures that dispose of private property
  • cautious judicial discretion in handling property rights disputes
  • improving mechanisms to hold the government accountable
  • rationalising the procedures of property expropriation
  • strengthening IPR protection
  • finding more means to add to the monetary income of rural and urban citizens

Note: the 'historical cases' section, leaked already, provoked the debate over 'pardon' of private entrepreneurs. (See here and here.) It has also given rise to speculation over whether a legal solution to the 70-year duration of property ownership will arise.
