context: The Civil Code addresses housing security issues such as tenants' rights and the unique needs of an aging population. Solutions to these issues must be balanced with the need for real estate investment in economic recovery following COVID-19. 


The Civil Code has added a new right, the right of residency, to its Property Rights chapter. Originating in Ancient Roman law, it confers the right to possess and use all or part of another's house or facilities.
