NEA answer questions on renewable energy integrated development

context: Party recommendations for the 15th 5-year plan outline intelligent, green and integrated development as a key direction. In the lead-up to their release in early 2026, experts and planners have discussed the need to transition from capacity expansion to quality development of renewables.

An NEA (National Energy Administration) official spoke to reporters about the 'Guiding opinions on promoting integrated development of renewable energy', noting

  • background
    • in recent years, the PRC's renewable energy sector has achieved large-scale development
      • installed wind/solar capacity reached 1.708 bn kW in September, accounting for 46 percent of total generation capacity
      • from Q1–3, wind/solar generation totalled 1.73 tn kWh, 22.3 percent of national power consumption
    • development has encountered challenges such as increased integration pressure and insufficient supporting resources
      • this makes it necessary to shift from isolated, project-based development models to integrated and synergistic development
  • integrated and synergistic development
    • this development model requires consideration of
      • horizontal integration between renewables and other energy sources
      • vertical integration between production and consumption of renewables
      • upstream-downstream integration across the renewable energy industry chain
    • comprehensive integration improves reliability of renewables, expands non-power applications and enhances autonomy and competitiveness
  • multidimensional integrated development of renewables
    • optimise resource mix and storage in large desert energy bases
    • promote wind-solar-hydro development in major river basins
    • advance complementary provincial scale projects involving wind, solar, gas and storage
    • support adoption of distributed renewables in transport, building, ag sectors
    • encourage integrated operation in dispatch, market participation, etc.
  • renewables in industry
    • accelerate development of 'green manufacturing with green power' through low and zero-carbon industrial parks
    • encourage traditional industries to adopt more green power
    • foster synergy between renewables and emerging industries
  • non-power use of renewables
    • enhance wind-solar-hydrogen-storage integration
    • advance steady development of green hydrogen-ammonia-methanol industrial bases
    • promote renewable energy heating
