MIIT to build new pillar industries in 15th 5‑year period

context: In addition to transforming society with the AI+ initiative, Beijing bets on other future industries in manufacturing, information, materials, energy and health to drive the next wave of growth in the 15th 5-year plan. Green transformation is another key theme in its grand plan. How to avoid overinvestment in low‑end sectors and avoid ‘involution’ will be a key task in the process.

MIIT (Ministry of Industry and Information Technology) set plans for the 15th 5‑year period to speed up an advanced manufacturing base, seed new pillar industries and open new tracks in brain–computer interfaces, the metaverse and quantum information, reports Economic Information Daily.

Beijing will speed up upgrades in plants and back new and future industries through funding, scale‑up and pilot zones, says Li Lecheng 李乐成 MIIT minister.

According to Li, policy directions for the 15th 5‑year period include

  • lifting industry R&D and commercial uptake via
    • fusing science and industry R&D, strengthening firms’ role in innovation
    • expanding National Manufacturing Innovation Centre network
    • tiered pilot‑testing platforms and grow tech services
    • world‑class tech parks
  • renewing and greening legacy sectors by
    • digital change in factories
    • ‘AI+ manufacturing’
    • intelligent, green and service‑oriented production
    • stretching value along supply chains
  • building new growth engines through
    • an action plan to seed new industries, scale production and grow use‑cases
