Regional university technology transfer centres must accelerate the fusion of innovation, industry, capital and talent chains said Huai Jinpeng 怀进鹏 Education Minister at an 23 April symposium on promoting the work of regional technology transfer and transformation centres of universities in Jiangsu.
Huai said the main task is to boost new quality productive forces by improving the conversion of research into usable technologies. This, he said, is part of meeting strategic needs and retaining national competitiveness.
Huai said the centres matter because the next stage of the PRC's tech race depends on deeper science-industry integration, not just academic output. He called for universities to shift from focusing on discipline growth to serving national missions, and tied the effort to the start of the 15th 5-year plan as well as the goal of building a strong education nation. Huai advocated a system built regional centres, higher research institutes and national university science parks.
Huai set three priorities
- build one-stop public transfer platforms for proof of concept and pilot production
- expand professional technology manager teams and pilot technology business schools
- develop 'relay-style' science finance that invests early, small, long-term and in hard tech
