context: Ag production will still be dominated by smallholder farmers in the long term. Their underdeveloped production modes and weak anti-risk capacity are at odds with the need to feed the huge population. Starting from a low base, a comprehensive modernisation campaign will be rolled out to equip both ag and rural sectors with advanced techniques, operational models and governance practices.
Following the press conference releasing key directions, State Council issued on 11 Feb 2022 the 14th 5-year plan on modernising the ag and rural sectors. 2021-25 will be the first step towards the revitalisation of countryside and full modernisation of the ag and rural sectors by 2035. A series of quantitative targets were listed, including
- maintaining annual grain output at above 650 million tonnes, meat output at 89 million tonnes
- area of high-quality farmland to reach 72 million ha from 53 million ha in 2020
- mechanisation rate of ploughing, planting and harvesting to reach 75 from 71 percent
- recycling rate of animal manure surpassing 80 from 75 percent
- rate of ag products passing quality and safety testing to reach 98 from 97.8 percent
- ratio of ag processing value to total ag output value reaching 2.8 from 2.4
- over 85 percent of large villages to have sealed roads
- tapwater supplies covering 88 percent of rural regions
- over 62 percent of rural teachers to hold university degrees
- certified doctors to account for 45 percent of rural doctors
- 60 percent of rural counties covered by nursing homes
- 60 percent of villages having over C¥50,000 collective revenue
- leisure and educational activities to account for 11.5 percent of rural residents' consumption
Key measures include
